Extract to C:\Program Files\Microsoft\Exchange Server\V14\Bin\

Run the registry File that you extracted

TurnOffSNVerificationForExFolders.reg

Then run


ExFolders.exe 

Note: If you have tried other tools like PFDAVAdmin it was not for public folders
